Potty training

Hi everyone, I recently rescued a (now) six month old basset pup. She was making strides in potty training–going to the door, ringing the bell, going out like clockwork.

She got scared of a noise at my apartment about a week and a half ago, and since then, has progressively regressed in going outside, going down stairs, or pottying outside, and now only wants to come right back in and potty inside.

I bought a small bag of potty training pads for this phase, but now am worried that I’ve enabled this regression in her training and she won’t respond well again to going outside. How do I help make sure that this didn’t happen and continue working towards potty training even though she won’t go outside?
