Giving up on potty training my basset hound

He is 1 year and 2 months old. He is my second dog I also own a 7 year old coonhound, live them both to death but he pees every day inside the house at least 2-3 pees a day and my wood flooring is absorbing the smell so when I leave for work and I get home I always have to clean and scrub by floor for at least 30 min to get rid of the smell, it’s gotten to the point where I just cry every time I get home because I know he already has a mess. I walk them both every morning after feeding them for about 30 min – an hour and then I also walk them every night for an hour. When I’m home and during the night I let him out in the patio to pee and I clean my patio constantly because of this since it’s also cement I don’t want it to smell. I’ve tried giving him lots of pets and cheering with treats when he pees and poops out on the walks, I also take the water bowl away while I’m not at home so he doesn’t have to pee all the time, I’ve grounded him outside whenever he pees inside the house, I tell him no, make him smell his pee and then put him out on the patio. I’m loosing my mind over this because I don’t understand why he just can’t learn, I’ve tried everything and I don’t want to be mean to him because I feel bad and I love him but it’s so stressful. I’m thinking about rehoming him because I really don’t know what else to do, I’ve tried being patient with him even taking him on more walks during the day and nothing helps. He has been my hardest dog to train, and I’ve had dogs my whole life growing up all different breeds
