First basset hound

Hi there from me and Carl (my dog)carl is my first time having a basset hound. I am wondering his one eye seems to be “droopier” than the other eye. Is that normal? How much food should I be feeding him? I’ve been feeding him two cups in the morning and two cups for dinner. They told me he is 13 weeks.. he weighs about 25 pounds I’d say currently. They told me he would probably wind up being about 80-90 lbs. the one picture of him with the other basset is his mother and the other basset is his father. If you have any other helpful tips or info please share! Thank you
