Aggression

The new puppy is 11 weeks and she has started doing this aggressive thing where she doesn’t want to pee outside, instead her brother goes out and she runs under the dining room table and pees. I then have to lay on the floor and get her out of there, tell her shes bad for peeing on the floor and then she gets super aggressive to the point I fear she will bite. None of my pther dogs have done anything like this, is this normal? She is spicier than the others but I wa shocked the first time she did it. The video shows about 70% of her aggression.
