Pulling

Any advice on training my 10 month old basset girl not to pull? My husband is the only one that is able to walk her (and she even pulls him) because she yanks me and my daughters around the whole yard. She has a no pull harness, and we’ve tried the bungee leashes, but they don’t help. I’ve tried a shock collar — only noise and vibration… it works in the house when she’s digging through the trash or doing other basshole activities but outside, she couldn’t care less. Anyone had luck with pronged collars? I hate to use that but, she is terrible on a leash!!
