Basset Hounds for You

My basset hound Roscoe is a year and a half old and he really loves playing with other dogs. But hes so awkward and maybe he just needs to be with some of his own kind. His friends are cats at the moment but all the dogs in my family are old or lazy or just plain find his presence obnoxious and he looks so confused.

Can someone advise me on what to do? I don’t know if I should keep him as I don’t want him to just stay in my apartment all the time. Challenges: Scared of everyone when walking him down the street. He ran away the first time I took him to a relatives house, slipped out of the collar and ran for miles. (He seems to have calmed now but who’s to say it won’t happen again.) When I crate him there is warm liquid but it doesn’t smell like pee. When I don’t crate him there is warm liquid on my bed doesn’t smell like pee either. He whines even when I am home sometimes and paces. He does not seem to be treat motivated at all. It’s making me so sad! Anyone have advice? His history is he used to be a show dog, and he was a daddy although he got neutered before I fostered him. He is 4 years old. And I believe he’s only been in a backyard his whole life. I want to take him camping, to the dog park, and family gatherings like BBQs. Etc. (Also just for reference he is not my first basshole.)
