The bell never stops

Looking for advice/thoughts. We have a 13-week old basset named Barkley. He is a handful but is learning.

We’re using the bell system on the patio door that he can ring those when he needs to potty. He is still having accidents a bit but it is much improved.

The issue is he is CONSTANTLY ringing the bell. I think he thinks he can ring it for potty or just when he wants to go play in the grass. He will ring it, I’ll take him out, he’ll do number one, maybe stay out for a bit, and we go in. Five mins later he’s ringing again. I think no, he doesn’t have to go but then I find pee on the floor.

I also don’t want to ignore the bells even if we just went out 2 mins ago because I want him to use them for potty and to know ringing them opens the door, but half the time he just wants to chew on the grass. I have to be out with him as we don’t have a fenced yard and we have a spot of lava rock landscaping next to his potty area and he keeps trying to eat the rocks.

He will literally ask to go out every few mins for a couple hours while I’m working (from home) — sometimes he potties a little, others not at all. He is also a big whiner to go out. Any suggestions?
